Description of the institution
The State Ministry of Research and Technology established in 1962 has the responsibility to assist the President of the Republic of Indonesia in formulating national policies and implementing coordination in the field of research, science and technology. General Science and Technology policy issues
The main actors in the development of the Science and Technology policy in Indonesia are the State Ministry of Research and Technology (whose task is to assist the President in formulating policies and coordinate research, science and technology fields and to conduct the management and development of the Center for Science and Technology) and the National Research Council (whose task is to assist the State Minister for Research and Technology in formulating the direction and the main priority of S&T development and the National Strategic Policy for Science and Technology).
S&T Development Plan 2010-2014
The S&T policy for 2010-2014 will focus on national efforts to increase the R&D investment. The priority of investments will be emphasized on programs related to capacity building, laboratory infrastructure, top-down national R&D projects, integrated priority and strategic research based on local demands, etc. The main target to increase the total number of national investment is by searching private sector investments, which is aimed to gain the balance of investment between the government and private sector. In order to increase such R&D investment especially from industries and to increase the national research productivity, restructuring national research agencies, assessments of professional management in research institutes and establishing more center of excellences in Indonesia, should be considered in the future. Reformation in bureaucracy and organizational structures are a must, so R&D costs and its productivities could be more encouraged. How to scale-up R&D results from laboratories to factory production? One of the solutions are to support the government policy which is related to the establishment of intermediary institutions, such as Business Technology Center or Business Innovation Center, as well as to develop more incubator and also venture capital. The policy for commercialization will consist of financial incentives such as tax exemption, procurement regulation related with local content, start-up capital, spin-off mechanism, and technology assurance. Indeed, the above policies cover inter-department policy coordination. Therefore, the synergy amongst industrial, financial, educational and S&T policies itself, is the key point which needs to considered in the process of reformation. Such kind of synergy really requires a political good will and high-class negotiation skills, which could change the role of S&T in boosting up the national economic 8 development.
